An exciting and rewarding opportunity exists for a Consultant in Infrastructure Management and Operations, you will be expected to ensure implementation of all provisions related to setting up of new infrastructure as required by the client, in a controlled and highly regulated environment.

Responsibilities & Duties

• Establishment of Entrepreneurship Development Cells, handholding support to efficiently operate the EDCs, and facilitating onboarding of student entrepreneurs in the educational institutions (colleges/ schools) across the state.

• To develop stronger industry-academia linkages for creating a robust Startup and innovation eco-system.

• Drive the strategy and implementation for establishing incubation centres similar to other IITs in India.

• Establishing sector-specific new incubators in the various districts and the universities across the state with the support of funding available

• Due diligence and analysis of proposals received for setting up of new incubators; analysis of incubatorspecific infrastructure augmentation requirements

• Implementation of other mandates like online grievance system, Help desk mechanism, etc

• Identifying the problem areas and devising solutions including the need for common infrastructure facilities for the sectors/industries in the State

• Devise a strategy and implement action points for improving Capacity utilization of State-supported incubators, enrolment of Startups in acceleration programs, etc; Facilitate allocation of incubation space to Startups based on their requirements as per domains.

• Establishment of key performance measurement with Monitoring and Evaluation indicators and milestones for incubation centres as well as Startups.

• Determine the focus sectors for assessing the appetite and demand assessment within each district of Haryana for the establishment of incubators focused on these business sectors

• Achieving compliance to the parameters related to various sectoral policies

• Shall be responsible for conceptualization/ design/ architecture/ analysis/SLA monitoring/ Third Party Audit/ performance improvement of IT Application / System.

• Providing Infrastructure & Technology Solutions, Security & Audit compliance advisory services, etc.

• Design the financial analysis framework of the state Infrastructure facilities/incubation centre facilities to be made self-sustaining Preparation of requisite documents like Project Strategy, Detailed Project Reports (DPR), BPR, Gap Analysis, Feasibility analysis, SoW, - Cost Estimation, BPM, Planning, SLA, Technical Appraisal, etc.

• Detail out the complete Infrastructure Solution Architecture involving all the building blocks of the project including the Functional Solution, Technology Solution, and Financial Solution; Envisage & propose service-oriented Enterprise Architect Plan.

• Assist in the review of investment proposals to be placed before the competent authority for any sort of incentives.

• Prepare a shelf of project profiles in thrust sectors (containing sector, project that can be set up, land requirement, suggested location, proposed capacity, project cost with cost break up, power and water requirement, infrastructural requirements, etc.) for prospective investors.

• To act as a catalyst for all the overall infrastructure development & operations in the state

• 6+ year(s) of industry and demonstrated experience
